In, 2018 the City of Tulsa passed an ordinance called, "Healthy Neighborhoods Overlay," that limits new dollar stores and encourages full-service grocery stores in District 1, a district in North Tulsa. The policy creates a dispersal standard barring new dollar stores from locating within 5,280 feet (one-mile) of any existing dollar. Dollar stores are defined as retail sales uses with floor area less than 12,000 square feet that offer for sale a combination and variety of convenience shopping good and consumer shopping goods.
